Heh, I can think of lots of reasons Harry didn't go to Cousin Jessica... hellmouth, the Harris's are drunks and possibly abusive (and neglectful at the very least).. well I guess that last part never stopped Dumbledore before so I guess it was probably the Hellmouth. Heh.
I'm not really into slash but I guess I can ignore it as long as its not Xander/Harry... Cause that'd be second cousin slash and well... eww.

My guess, Harry would have been a lot safer on the Hellmouth, but either Dumbledore feared the Hellmouth and didn't want him to be "corrupted", or he wanted to keep Harry close in order to use him as a tool whenever necessary. Didn't matter to him that Harry would have been happier on the Hellmouth either ways.
