Ya know, the only person who can fill the post of watcher, IMHO to Hailey is Daniel.

I mean, the guy has an amazing knowledge of legends and myths, and maybe somewhere, somehow, he might have heard about the slayer. I mean, if Janet is her personal vamp friend ;), Daniel can be her watcher.

Wasn't Sunnydale a ghost town at the end? Or does this mean that they don't know their new addresses? And that they making a presumption that they might still be in town.

You've got it. Most people left town less than a week before everything went kablewy. Presumably at least for the first couple of days the authorities would have a bit of difficulty locating people.

Yes, it was, but I figured it is pretty hard to account for people when they're scattered all over the place, especially early on. Nice catch though.
