Q liked the Buffy universe and wants to 'help'. Xander is going to be Q's agent of change in the Buffy universe.

He's in totally the wrong universe to be Q's champion though. At least from what's seen on Star Trek he works mainly (or only) in those universes, the Star Trek ones that is. Is he going to end up there after a short stay in his native universe to 'fix things up' as it were?
