You have overlooked the fact that Xander would not get an invite from hogwarts. Being american, he would have gotten a letter from one of the schools in america, like the Salem institute on the east coast. Though, with more than 300 million people in the US, there would probably be a school in california. other than that, so far so good.

He got his invite because of his ties to a british family. It makes sense if you think about it in connection to the story as a whole.
